HB59/SB192 Property Tax – Tax Sales – Revisions


Sponsor: Chair, Ways and Means Committee (By Request- Departmental – Housing and Community Development and the Chair, Budget, and Taxation Committee


Description: A bill that expands the protections that Baltimore City has to the rest of the state related to water and sewer bill collections, and increases the threshold for tax sale to $1,000 and provides additional protections to residents to avoid tax sale.


HB059 passed - it was heavily amended to ensure that Baltimore City residents are protected from tax sale, and all of the other protections Baltimore City has are granted to the rest of the state, except for the water bill protections. Also more description and intention regarding heirs properties are included. 


HB1128 - Land Bank Authorities – Powers and Authority


Sponsor: Delegate Holmes


Description: A bill that grants lank bank authorities the jurisdiction to create special funds, allocate loans or grants, enter partnerships, and allows them to conduct In Rem tax sale foreclosure actions on behalf of the jurisdiction.


This legislation passed the House but stalled in the Senate.



HB709/SB651- Landlord and Tenant – Residential Leases and Holdover Tenancies – Local Good Cause Termination (Good Cause Eviction)


Sponsor(s): Delegate Wilkins and Senator Muse, Senator Lam,


Description: A bill that authorizes a county to adopt a local law, ordinance, or provision to prohibits some landlords from terminating a lease or to forgo renewing a lease during the lease period without a reasonable cause.


This legislation did not pass, even after being heavily amended.



HB1348 - Consumer Protection – Solicitation Following a Disaster – Prohibition


Sponsor: Delegate Amprey


Description: A bill that prohibits a person working on behalf of a contractor or a contractor from advertising or soliciting their services to victims of a disaster within 48 hours after a disaster.  


This legislation passed in the House after being amended to remove the timeframe prohibition. It stalled in the Senate. 



HB1006 - Immigration Enforcement - Sensitive Locations - Guidelines and Policies (Protecting Sensitive Locations Act)


Sponsored by Delegate Wilkins


Description: A bill that restricts immigration enforcement at all sensitive locations such as in schools, places of worship, and hospitals.


This legislation did not pass.


SB0977 - State and Local Agencies - Enforcement of Federal Immigration Law - Restrictions on Access to Information (Maryland Data Privacy Act)


Sponsored by Senator Lam


Description: A bill that restricts access to databases, facilities, buildings and information to individuals for the purpose of cooperating with immigration law enforcement.


This legislation did not pass.



SB550/HB1189 Baltimore City - Property Tax - Authority to impose on Vacant and Abandoned Property owned by Nonprofit Organizations


Sponsor:  Senator McCray and Hayes, Delegate Young.


Description: This bill allows for the Mayor and City Council to impose a special property tax rate on vacant properties owned by nonprofits.


SB550/HB1189

SB550 passed with amendments that includes several exceptions to this bill.



HB232/SB346 - Maryland Beverage Container Recycling Refund and Litter Reduction Program


Sponsor(s): Delegate Terrasa and Senator Brooks


Description: This bill would establish the Maryland Beverage Container Recycling Refund and Litter Reduction Program, to reduce pollution by allowing beverage containers to be recycled and include the refund value of the container at the time of purchase.


This legislation did not pass.



HB1178 Baltimore City Authority to Set Special rates


Sponsor(s): Delegate Young


Description: This legislation would allow Baltimore City to set special property tax rates depending on the type of property.


This bill did not pass.


SB204 Property Tax - Deadline to Set County and Municipal Corporation Tax Rates - Alteration


Sponsor(s): Chair, Budget, and Taxation Committee (By Request- Departmental - Assessments and Taxation) 


Description: This legislation would change the deadline by which a governing body of a county or municipal corporation is required to set its property tax rate for the next taxable year from July 1 to June 20.


This bill passed 



SB59/HB183 Income Tax - Resident


Sponsor(s):Senator Rosapepe


Description: This legislation would change the definition of “resident” under the Maryland income tax law to an individual who maintains a residence in the state of Maryland for 3 months instead of 6 months of the taxable year.


This bill did not pass.
