Testimony for Land Bank Hearing September 17

Tomorrow, the Ways and Means Committee will hold a hearing to discuss two bills that Councilwoman Ramos and Councilman Torrence introduced for the establishment of Baltimore City’s Land Bank. Read their testimony below.
